Barnabas spent approximately 30 years in the civil service administering all aspects of building control, gaining deep, practical understanding of statutory processes, regulatory interpretation, and enforcement considerations.
Following his departure from public service, he has continued to act as advisor to consultancy studies commissioned by the Buildings Department and has been appointed by the Government to serve on appeal tribunals and appeal boards. He is also engaged as an expert witness in building-related litigation, where clarity, independence, and technical judgement are essential.
This combination of regulatory, advisory, and quasi-judicial experience enables Barnabas to support clients and project teams in navigating complex compliance environments with confidence and realism.
